I
have received a letter no.SrDAG(A) Sectt.CC/CIC/VKS/246 which is dated 12.12.11
dispatched by speed post on 19.12.11. I received it yesterday on 20.12.11 in
the evening. It did not shock me when I found that the CPIO had asked me to
come for the inspection of the files on 20.12.11 itself at 3PM. Because such
dodges they have been committing since long. So, I had submitted before the CIC
to proceed against the CPIO & AA under sections 18(3)(c),19(5)8 (b&c)
and 20(1&2)20
Earlier
also by his letter no. Admn-I/A&E/RTI/10-11/-223 Dated 24.6.10 Shri
Dhariwal the Appellate Authority directed the CPIO to provide the files for my
inspection but strangely did not fix any date and after 2 months the CPIO
falsely claimed to have fixed a date for the inspection on 25.6.10. During
hearing on 31.10.11 and 14.11.11 this deception among many other such tricks
appearing in their actions relevant to the appeals were put forth before the
Hon’ble Chief information commissioner who also questioned the CPIO asto
how the direction dated 24.6.10 dispatched next day by speed post could have
matched the date 25.6.10 fixed for the inspection. On this the CPIO Shri Ramhit
drew a blank. The three related cases the complaints C-1132,
AT/C/2010/001059-SM and the appeal-A-851 may be seen for confirmation.
My
humble view is that lenient and accommodative orders of the CIC have no effect
on the corrupt and recalcitrant conduct of the officers. This is why they are
flouting the RTI Act so fearlessly. I have informed the CPIO &AA of this instant
complaint to the CIC.
