Sir,

I was dismissed for not standing witness (under illegal directions & bizarre circumstances) against two union leaders. After the CAT set aside the dismissal order, again a chain of ridiculous punitive actions.

All my representations against misadventure of the dishonest officers with law have been thrown into dustbin.

This is happening for my only fault that I am upright,honest and incorruptible, and because the corrupt and the castist rule the roost.

On not being informed by the authorities of your deptt. about the status of my pending representations; despite repeated reminders to them including your good-self, I am compelled to seek the information under RTI Act by paying specified fee.This is indeed shameful.

The most agonising is the deliberate reluctance on the part of the CPIO of your office to give the information as provided under law. I have records to prove this charge. I have also apprised you and your office of this many-a-time.

Why my representation dated 23.12.08 to DyCAG is still pending? Why my representations e-mailed to you and a number of other officers (and reminders thereto) are consigned to black hole? Why this water-tight secrecy in my case in your office and at the field office? Why my representation dated 02.04.08 under statutory rules was not disposed of either by the then AG Sri Guha or the present incumbent Sri Dhariwal? Why my several representations for revision of pay from 1.1.06; to you and the AG have not seen the light of the day? Why my legitimate dues are not being paid? Why no action has been taken against officers for their misconducts despite evidences furnished by me to you. Was any proceeding drawn against them to fathom truth? Were the officers punished who let off tainted subordinate officers charged with lack of integrity.bribery,heinous crimes and involvement in pension scam? Are the CCS(Conducts) Rules applicable in my case only? Have the senior officers got immunity from Rule 3 (31-A) & (31-B) of the Conduct Rules?

These are some of the thorny questions that might prick the conscience of any patriotic-honest Indian.

I challenge any one who refutes the above charges and gives a reply to the contrary.

Can not any citizen of this country naturally and self-guidedly assume that the corrupt, manipulators and fraudsters have pernicious influence on the organisation? How they corrupt, influence and black-mail people associated with areas hitherto regarded as sacrosanct by the common man is a question to which I have the concrete proof. Preparation of panels of lawyers is one such instrument which is like distributing rebaries to win favours with the corrupt
dignitaries. Crores of rupees are being siphoned off to accommodate those who can do bidding on behalf of the officers fearing action for their illegal acts. The role of the legal wing is required to be inquired into.

Deep corrosion has set in the deptt. and an extraordinary malaise needs extraordinary treatment. When a DyCAG (now retired) can commit petty things the others susceptible to enticingly inviting corruption are only the most willing to fall prey to.

I am saying all this because a concerted and all-out effort is being made by such officers to thwart entry of a fiercely incorruptible person like me into the deptt. It is apparent that this deptt. has almost zero tolerance for honest,efficient and intelligent personnel.

I, therefore, request you to kindly take decisive and effective steps towards securing justice for me and to further ensure that the deptt. adheres to rule of law. Because you have taken oath "to uphold the Constitution and the laws" without "fear or favour'.

If again the officers intercept this communications and if is not acknowledged within a week as usual, then kindly permit me to invite public opinion on all such communications.
