General V.K. Singh loses war to manipulative bureaucrats & politicians

General V.K. Singh was blackmailed into accepting his D.O.B as 1950 on the Govt.’s offer of promotion to the post of the Chief of the army staff. And it was quite natural for him to acquiesce in. Now this very predicament of General Singh has been cited by the apex court the main reason to deny him justice.

The whole country takes matriculation certificate as the ultimate proof of the original DOB. This has been the case law also.

We all are disappointed that he could not get relief he was entitled to.

THE CENTRAL INFORMATION COMMISSION
August Kranti Bhavan, Bhikaji Cama Place, New Delhi - 110 066

Subject – Utter disregard for Chief Commissioner’s orders

Hon’ble Sir

I have received a letter no.SrDAG(A) Sectt.CC/CIC/VKS/246 which is dated 12.12.11 dispatched by speed post on 19.12.11. I received it yesterday on 20.12.11 in the evening. It did not shock me when I found that the CPIO had asked me to come for the inspection of the files on 20.12.11 itself at 3PM. Because such dodges they have been committing since long. So, I had submitted before the CIC to proceed against the CPIO & AA under sections 18(3)(c),19(5)8 (b&c) and 20(1&2)20

Earlier also by his letter no. Admn-I/A&E/RTI/10-11/-223 Dated 24.6.10 Shri Dhariwal the Appellate Authority directed the CPIO to provide the files for my inspection but strangely did not fix any date and after 2 months the CPIO falsely claimed to have fixed a date for the inspection on 25.6.10. During hearing on 31.10.11 and 14.11.11 this deception among many other such tricks appearing in their actions relevant to the appeals were put forth before the  Hon’ble Chief information commissioner who also questioned the CPIO asto how the direction dated 24.6.10 dispatched next day by speed post could have matched the date 25.6.10 fixed for the inspection. On this the CPIO Shri Ramhit drew a blank.  The three related cases the complaints C-1132, AT/C/2010/001059-SM and the appeal-A-851 may be seen for confirmation.

My humble view is that lenient and accommodative orders of the CIC have no effect on the corrupt and recalcitrant conduct of the officers. This is why they are flouting the RTI Act so fearlessly. I have informed the CPIO &AA of this instant complaint to the CIC.
Yours faithfully
Dr. Vijay Kumar Sinha

CIC goes soft on corrupt officers
If recent orders of the present CIC Mr. Mishra are studied one thing crosses the mind that he has limited the role of the transparency watch dog to the availability of some or any information even if trash; provided by the reluctant officers who at times are corrupt and hence have natural instinct to block truthful information. The commission seems to be insensitive to the Preamble of the RTI Act 2005 as well as to the crying facts of wrong, misleading and incomplete information. Now the relevance of the sections 18(e) has been laid to rest quietly.

This has happened repeatedly in cases related with the CAG and other offices under him in the fields.

Sir B.N Rau ICS who drafted the Constitution of India had never imagined that politics of intrigues, perfidy and deceptions would come into play since its very inception. And when the Constitution was inaugurated in 1950 the first amendment was made just after a year to make a dent into Article 15 of the fundamental rights which was the most sacrosanct provision of the Constitution. This was the indicator that paved way for committing constitutional frauds in time that came by. Since then the constitution has been polluted, defiled and distorted hundred times.
The politics of reservations is nothing but a conspiracy against the minuscule meritorious. The extension of reservations has not at all ameliorated the living standards of the poor masses belonging to S.C, S.T, so-called backwards or now the minorities. It is only a political strategy to divide and rule the people. Only a handful of beneficiaries have passed the benefits of reservations from one generation to another for a handful of govt. jobs.
The most absurd is the demand for reservation in Lokpal. Have Abul Kalam the missile man and the president, Wajahat the Ex-Cabinet Secretary and CIC, Quraishi the present CEC and other many such personalities not been outstanding? These people have not acquired glory of excellence on the crutches of reservation.

Thousands of tons of wheat have rotten in a Begusarai govt godown juxtaposed with the starving crores. Even the Supreme Court had directed free distribution of such wheat instead of causing rot.
Another news that pains me is that Punjab farmers are forced to burn potatoes for lack of even minimum fair price for their produce. They are forced to sell it @Re 1/kg while in the southern India its price is sky-rocketing. Why are not the Union & the states buying the potatoes at minimum support price and offload it in the parts of the country that are deficient in its production?
It is insensitivity and a mismanagement rather misgovernance.

The Patna news papers today have quoted Nitish as having said that the wrist watch of Rajendra babu will be brought back at all costs.
Some time back in Sotheby’s auction crores of rupees from state exchequer were spent to buy back some utensils etc used by Gandhijee. Again the greedy auctioneers put forth some other articles and this time Vijay Mallya bought the items.
The famous people are also human beings and use thousands of material things in their day to day activities of life. Do we need to retrieve all that by paying crazy amounts out of this poor country’s coffers?    Are we emotionally so weak to be swayed by symbols and tokenism?
This madness must stop and there must be accountability to such wastes of public money whosoever misspends.
Taking care of basic needs of the half of the starving population will certainly give peace to the souls of the great people who sacrificed their all for the sake of the country. The political gimmicks must end.

The flamingos migrate to temperate zones of climate in India to escape excessively low temperature and harsh conditions of Siberia during the winter. Today I am very sad to learn that 400 hundred such pretty guest birds have died after they came into contact with high voltage electric wires in Gujarat. The government and the environmentalists must devise way to ensure a safe habitat for the migratory flamingos
